SAMHSA releases Request for Application for 2012 BRSS TACS State Peer Awards for Health Care Reform Education

The purpose of the Bringing Recovery Supports to Scale Technical Assistance Center Strategy (BRSS TACS) State Peer Awards for Health Care Reform Education is to enable peer-run organizations in the 29 States with HHS Health Insurance Exchange Establishment Grants to educate people in recovery from behavioral health conditions (i.e., mental health and/or substance use disorders) and service providers about health care reforms initiated by the Patient Protection and Affordable Care Act (ACA) of 2010.

FY 2012-13 Governor's Budget Highlights

ADP Transition Initiatives

The Department of Alcohol and Drug Programs staff is working on three initiatives related to departmental changes that are mandated or proposed by Governor Brown. As we work through these transitions, our goals are to keep stakeholders, providers and clients of substance use disorders and problem gambling services informed and to ensure that they are minimally impacted by these changes.

During the summer, ADP held a series of community meetings for stakeholders at which we solicited input on two of the three initiatives. In addition, ADP and the Department of Health Care Services (DHCS) convened a series of stakeholder meetings on the transfer of Drug Medi-Cal administration from ADP to DHCS. Click here for a description of the initiatives, reference materials and background information relating to the initiatives, notes from the community meetings, and comments from the field. We encourage your comments. Please email them to ADPTransition@adp.ca.gov.

Initiative A: Transfer of the Drug Medi-Cal Program to the Department of Health Care Services

Initiative B: The realignment of four state programs and related funding to counties

Initiative C: Activities related to the proposal to eliminate ADP and place its functions in other state department(s)

Health Care Reform Relating To Substance Use Disorder Services

ADP’s new Health Care Reform Web pages provide information that will prepare the alcohol and other drug field for the federal Patient Protection and Affordable Care Act’s (ACA) impact on California’s substance use disorder (SUD) services. As perhaps the most significant legislation affecting the SUD field, ACA's public and private insurance expansion presents several opportunities to serve new clients with untreated SUDs, increase prevention efforts, improve service quality and health outcomes, and reduce overall health care costs. The ADP Health Care Reform website also includes resources from existing federal, state and credible private organizations covering the ACA.
