Technical Assistance and Training
The Department of Alcohol and Drug Programs (ADP) contracts with experts to provide technical assistance and training services to help reduce and prevent problems associated with alcohol, tobacco and other drugs (ATOD) and problem gambling among the state's diverse populations. Funding for these services is derived from the Federal SAPT Block Grant (with the exception of problem gambling which is funded by the Indian Gaming Special Distribution Fund). These services, provided free of charge to California agencies, organizations, community groups and individuals, focus on specific populations and subject areas, thus enabling a requestor to identify and utilize the most appropriate prevention, intervention, treatment and recovery resources.
Services Provided
Technical assistance (TA) services may include workshops, speakers, literature, newsletters, sample documents, program development training and toll-free telephone help-lines. Interested organizations and individuals can obtain training and assistance via workshops, telephone or on-site consultation, referrals, and resource materials. Helping new and existing ATOD programs and Friday Night Live programs to improve services is a priority.
Technical Assistance Projects
The ADP TA contractors assist in program development, reducing barriers and enhancing the cultural appropriateness of ATOD services, and increasing public awareness of the potential impact of drug and alcohol use. The contractors have extensive expertise in the ATOD field and can provide TA regarding the following 8 specific subject areas and populations.
- Community Alliance for Culturally and Linguistically Appropriate Services (CLAS)
Guidance on improving the cultural and linguistic proficiency of service delivery, including: developing, implementing and promoting a strategic plan around the provisions of CLAS; developing and implementing organizational cultural competence self-assessments and performance improvement initiatives; identifying threshold languages and locating translation and interpreter resources; and more.

Guidance in addressing community-level risk and problems directly attributable to and/or collaterally resulting from ATOD availability, manufacture, distribution, promotion, sale, and/or use. CPI uses a pool of expert consultants to work closely with California agencies and organizations to support community planning and implementation of evidence-based practices for the substance abuse prevention field.

Guidance on Primary Care/Behavioral Health Integration for counties. The series of training sessions may include: Health Care Reform Integration Strategies; Working in a New Environment for the Health Care System; Differences in How Clinics Operate – Co-location, etc.; Screening, Brief Intervention, and Referrals to Treatment; Motivational Interviewing; Common Medical Issues Associated with Substance Use Disorders; Prescription Drug Panel; and Medication-assisted Treatment Evidence-based Practices.
